no power steering when cold

I recently purchased a 1997 discovery and am in the process of working out the bugs caused by years of neglect. It has a problem with the power steering when you first start it then after it warms up a bit it seems to work fine no noise or anything should I start with a new or rebuilt pump or is the problem something else i.e. wrong fluid.

Longshot maybe, but start by checking the serpentine belt.

It's possible that the fluid is incorrect. The cheapest fix initially is to replace the fluid. By doing this, you can also eliminate a few other problems that could be causing your hard steering. Empty the system and clean out the lines of any possible obstructions. Fill with new fluid and make sure you don't have any air in the hydraulics. Nake sure that the drive belt is on tight.
