Rear Fog Light Problem

my 96 has non working rear fog lights, and being on the seacoast we get fog enough that i want to use them, i have a new switch, but with a bulb in the right side it comes on but won't go out when you turn the switch off, and when you turn the headlights off and back on the fog also comes back on [the left bulb does not even work, i need to trace that wire with a tester..] I have just started on this problem so if anyone has some suggestions lets hear them, also is there a relay for the rear fogs if so which one? -Andy

Same as my '95 Discovery - seems to be factory wired to come on with the regular rear light. There's no relay on my '95.
