right indicator not working

my 97 range rover passenger indicator light doesnt work, when i replaced the light the light came on, but it doesnt blink, secondly when i turn the vehicle off the light stays on!!!It;s been suggested that i have a bad relay, where is the relay that controls the issue that i'm having, Thirdly, all the other indicators are working properly......any suggestions will be very helpful.

Sounds like a short in the wiring... this one may not be fun to track down unless you are good at isolating wiring issues.
