More info:

Year of RR
Is the new battery fully charged?
Why did you change the old battery?
Any chance the alternator is having issues?

1997 RR 4.6 HSE,

New battery, replaced because the old one died while sitting for a while.

You say it is a new battery, but it is fully charged? I know normally they are, but a less than fully charged battery will cause the issues you are having.
