Wipers???

My winsheild wipers work good when on constant except when I shut them off they move very slow to the down, off position.
When I put them on intermitt they move very slow on the right to left pass, no matter what speed they are set at.
Any ideas on my problem.

I have also noticed that my rear wiper will only make one pass when turned on? Are the front and rear wipers on the same computer?
