01' Disco transfer stuck

I just got a 01' Discovery last weekend which will not go into 4 lo or N. The selector is "Stuck" in HI and will not move. How should I go about finding the problem? Take out center console? Is there a plate under it that removes so I can have access, or is everyone just doing that for fun? I have found info on older discos, what has changed?

If you have info on how to unstick the CDL on the D1's it is the same on the D2's... Plan on at least 2 to 3 hours of fun.
