2005 LR3 E-brake after replacement won't finalize.

I replaced both rear brake cables. Motor in module sound proper.

Everything seems to spool properly but when telling system to take final engagement step GAP diagnostic 2D tool reads as if e-brake is already engaged and will not finalize operation.

Is there a step I'm missing? or a trick to get it to finalize?

Sid you spool back the shoes from the 'engaged' position 7 turns (I think its seven) to set the shoe / drum clearance?
