'96 Discovery V-8 Cruise Control Problem

G'day

I've been trying find what's wrong with my cruise control, I've had some good hints off the forum which I've followed up with no success.
I've checked out V/pump and hoses, both fine, I've replaced ECU for C/control with a S/hand one (guaranteed ) still I wouldn't mind finding out how I can test them if anyone can help with that. Assuming everything is fine with the ECU what's left that I can look at or run a test on???????????
