I had exactly the same problem with my 65k mi '99 DII... Messed with wheel speed sensors for months, before finally just replacing the wabco ABS modulator (not cheap) after I took it to an indy LR shop to have them put it on the Rovacom ; and it came back with a couple of 'shuttle valve stuck' errors, coming from the ABS modulator.
I took the truck home, and ordered a new ABS modulator. After I did that - the truck never had the 3 amigos (ABS, HDC, TC lights) again, but the ABS modulator was around $1,500 if I remember correctly. Not a cheap fix, I would try cleaning the sensors first - they tend to get pretty grimy if you wheel a lot
