Another stupid lug nut question

I should have asked this before. The reason I thought the caps / covers were removeable is because they are loose. They slightly pivot over the lug nut underneath. All of them. Are they supposed to be like that, or did some stupid "lug nut" at a tire shop ruin my nuts?

All of mine are like that. I think if I remember, that the caps do come loose when they are messed up by wrong sizes and air tools. Don't worry about it until the cap comes off completely. Then buy a new one.
