Automatic gearbox issue

My 2003 ranger rover td6 having problems with it climbing up hills and not changing down, seems like I’m stuck in 3rd gear. On a flat road no problems.
I’m not 100% certain that it’s the torque converter or if indeed it’s the solenoids.
Anyway can anyone help or advise me on this issue?
