I have a 99' land rover disco 1 with multiple problems that all happened at once. My wife left the sunroof open during a bad rain storm which created problems (obviously). It has a D with a slash through it that blinks on the instrument panel and will not go into gear after about 10 sec. of running, the blinkers won't work unless I uncap the relays and manually engage them, none of the door locks work, nor will the rear windows, and last but not least it won't start all the time. When it won't start the theft light on the dash stays lit, and other times it starts just fine. I'm somewhat mechanical, but not familiar with rovers at all. Any help would be greatly appreciated. Thanks in advance.

This one would be very hard to diagnoses over the internet, sounds like you will need to replace a lot of relays and get rid of some corrosion.

I replaced all interior relays that were relevant and that didn't resolve anything.

Sounds like water got into something, maybe the fuse block could be something else got wet too... straight down from the sunroof is just the window controls and the shifter... water in the dash could cause other issues.

ditto on Joey's - my experience has been with multiple electrical failures that there is a substantial grounding issue in play - could be with your fuse/relay boxes.
