Climate control fan

I have 2001 RR 4.6 HSE and a/c heater fan on the passenger site is on from the time I start the engine until I shut it off, can't turn it off. Can someone help me to figure out why this fan is always on? I have check relays, but see no problem, had to pull out the fuse.

Sounds like a control issue, or a short in the wire somewhere.

I would start at the fan controls and work backwards.
