Disco '96 intermittent start-Dealer leading me on?

I need some advice. I have a 96 Disco which doesn't start intermittently. It has been at the dealer for a while. They originally claimed it was the inertia switched and changed it ($275). That didn;t work. Now they claim that the fuel pump is bad. They say that there is power and groundand that the motor on it works but that the impeller doesn't turn. This has to be happening only intermittently for this to be the problem. Is this possible? I am not technically knowledgeable. The estimate to replace the fuel pump is over $600 and I don;t want to spend it if I am being duped. Any help is appreciated.

I'm skeptical, is it at a land rover dealer?

There's a big difference between a bad inertia switch & a bad fuel pump.

I can't imagine the impeller only turns but the pump runs

If I was very forgiving, I'd say put the $275 towards the pump.

Pump changeout takes 1/2- to - 1hr & you can buy aftermarket pumps for $70 - good ones.

The pump access is in the back cargo floor under the carpet.

How many miles on the rover and what kind of maintenance has been done or not done?
