Mine on the drivers side is going bad, (i.e. will not always lock or very hard to lock with key) but it has never done what you have problems with.

The junk GM latches on Rover have a high failure rate with the spring that pops the lock plunger fully up or down. When it fails you need to pull up the lock plunger from inside or use your key to open the doors. Dealers will sell a complete latch assembly for big bucks ($140 plus each) when a spring replacement is only needed. On E bay there are spring kits like for all 5 doors for $25 USD, the PITA is you have to gut the doors like pull the window frame out to remove the latch, another "i'm proud to own a Rover thing".
