Mystery box under the hood...

Hello all,

I have what appears to be a radio-related aftermarket little box installed in the engine compartment behind the left headlight under the hood of my 07 LR3. I've always wondered what this box is for. I bought my LR3 used a while ago and I've always wondered what this is. Do any of you know?

Looks like some kind of balllast box for headlamps - maybe an aftermarket headlamp upgrade to xenons ? Can you wiggle the strap to get to see any manufacturer part number ?
