Need Help: Will not start without foot on gas

So, this is a 96 Disco I SD with 5 speed manual.

When my wife tried to start it this morning, it would turn over but as soon as you let the key go it would not run. With foot on gas it would run fine, but then as soon as letting go of the gas pedal, she shuts down. I let it warm up with my foot on the pedal, and then it would run, but at VERY low rpm, and threatning to stall out.

When she turned it off the night before I did hear a vaccuum sound coming from the drivers side headlight area - so I started inspecting in there, and I found this thing to be troublesome, but I have nothing to compare it to. I can tell that it looks like this is a vaccuum pump that runs up to a T and the over to the throttle - possibly a vaccum that keeps the engine at proper idle?

I've taken a few pictures of the part. I found this thing down in the circular hole near the headlight - it doesnt seem thats where it's actually supposed to be., possibly mounted just above it?

And, in the pics you can see a white plastic piece - should a hose be connected there, or maybe that is the air input?

There is also this wire on the harness that wasn't connected to anything. I couldn't find where it's supposed to go.. maybe it's an option we don't have, or I just plum can't find it

Also, I should add, I did check the codes and it isn't throwing anything.

I'm also aware that this might not even be the problem at all, but it's my best guess.

ok, so from doing more research, I find that possibly the device that I'm questioning is simply the cruise control vacuum pump.

But, does this device aid in idling?

Or perhaps I'm barking up the wrong tree. Some other reading says maybe it's the IAC - and I should check that out. I can't for the life of me find where that is supposed to be. Any ideas?

that is the vacuum for the entire vehicle... so it is possible. but normally the Stepper motor is what assists in idle. could just need cleaned.

you know, i had this problem too. wouldnt idle right without some gas. posted it maybe a few weeks back. turned out the battery was flat dead. did your wifey leave the lights on or something?

well, it starts fine, so that seems to be a good indicator of the battery being charged up well, but I'll test it on the voltmeter.

Joey: Can you shed some light on where the stepper motor is?
