ok ive got a few days left to get the rover inspected . checked it out last night and it said i have a miss fire on cylinder 3 and and p1193 that has something to do w the o2 sensor heaters open down stream or something to that affect. how would i go about fixing said problems? why could'nt i just have a 95 so emissions dont matter?

I'm not sure which side, (bank 1, drivers or bank 2, pass), but I'd bet it's got to do with your misfire.

It's an open circuit after the cat, I wouldn't rule out the sensor, but I think you need to track down your misfire first.

DI or DII?
How many miles on plugs & wires?
Type plugs?
Type wires?

Misfire is not 02 related. How many miles on your truck, when was it last tuned along with new wires, and Rover cap and rotors?
As a 95, you most likely are a high miler and if you have never changed your 02's, you are probably way past do.
