p38 engine runs after turn ignition off cant turn off

Have a 98 p38 with a 4.0 gems, fuse box went. So I replaced with what seemed to be a "good" used one. Truck would not start. after trouble shooting found on signal going to the fuel pump relay. was able to switch a ground to the 85 tab of the relay and get the truck running. starts runs fine, BUT when I shut the ignition off the truck still runs...only when I cut the fuel supply does it stop. Correct me if I'm wrong ( probably) that means Im still getting an ignition signal to the engine? I understand that jumping the relay will keep the fuel pump on until I manually turn it off but the fact that the ignition is still firing the engine baffles me. what would cause this to happen the fuse "new" fuse box or could the ignition switch be bad or could the becm be action up? Thanks for any light on the situation.
