SE7 heater issue

I have a 2001 SE7, with about 70K miles on the clock. When the heater/AC is turned off, we get a good amount of heat coming out of the lower vents. We have to turn the system on to stop this. Is this a normal weird quirk or is their a fix for this.

This is actually normal.
