still overheating

My 95 Disco is still overheating.new t-stat water pump less than a year old,radiator just rodded .When it starts to over heat blows cold air out of heater and only blows hot when you keep rpms at 1500 or above.

Two questions... have you do a flow test on the Radiator?

And are you sure the heater core is not clogged?
