tires weights for balancing

Should a brand new car off the lot have tire weights on the inside of the rim as well as the outside if the wheels have were only balanced at the factory? Reason I am asking is my dealer claimed to have put new rims and tires on my car (off of a car that was in the lot and and had 6 miles on it), but I am seeing weights on the inside of the rims as well as the outside, which leads me to believe all they did was rotate my tires (as my car was balanced there lat week and they added the weights to the inside of the rims).

FYI, this is a follow up to the wits end post, it keeps getting better! But I think I have them right where I want them now !! Well, maybe not ...
