What is the plastic bag stuffed in the fenderwell?

I just removed the passenger side-vent and when I looked down inside the opening, sticking out of the passenger compartment is a plastic wrapped object. It appears to be filled with foam and is loosely installed as I can wiggle it around and even push it back into the passenger compartment. It appears to be behind and to the right side of the lower glove box. Any ideas?
