2006 HSE side light missing harness

I just bought a 2006 HSE and got a "check side light message" so I pulled out the right side front light assy and the orange section is missing the harness and light socket but has a spot to put the socket into.
The left side has the orange light harness, socket, light and it works.
Why would this be missing? Is this factory?
