Are they not sweeping all the way on across and just oversleeping when they go down. Did you ever replace the actual wiper arms themselves at one point. A video would be helpful.

I agree with Jimmy, on the surface it appears as if the arms were removed and then not seated properly so that the up ****** is shortened and the down ****** overextends the sweep.

Your arm is not 'clocked' to the correct position on the shaft. The mechanism cannot over rotate unless the underlying mechanism is broken. If you can move the wipers more than an inch or two by hand, the underlying mechanism may be broken (i've had a broken motor case before).

On the base of the wiper arm, there is a plastic cover with a nut under it. Remove that nut, and pull the wiper arm off. Reset the arm to the correct 'resting' position. Tighten the nut back on.
