It's the Active Corner Enhancement system on Disco II's if equipped. It's supposed to keep the truck more level during cornering and etc. It does work - but it has it's issues. Depends on whom your speaking with of course. Usually if a Disco is equipped with ACE it comes with the 18' alloy rims.
I have a Disco II 2000 with ACE - and sometimes love it, most of the time hate it. It's noisy, but does do it's job. There is a secondary pump in the engine compartment that maintains pressure in the system that some say has an excessive noise level. I one of those that do.
I would yank the entire system out and replace with a standard anti-roll bar/system if I had the tools and experience...
