Buttons on dash and heater ??

I have a 1997 Disco SD. On the left side of the steering wheel just under the rear defrost and rear light button - Looks like + with scale going up. Lower one has - with scale going down. I purchased this unit with 124k and no manual. I have downloaded some manuals and still can't find out what it's for. Any suggestions?

Also when I have the heater on high it doesn't kick out much heat but when I have it on low the heat is hot. Any way to keep it kicking out hot on high?

Yes left side is radio volume.

Forgot to mention... kind of a sucky radio volume... basically they will raise and lower the volume, but this effects how the overall sounds levels work regardless of where the volume knob is.

I recommend pressing the + till you see the level max out on the radio, then just use the knob. Much easier.
