I just brought an 06 to Vancouver from Portland, OR. I had the US dealer enable the DRLs. It took them about 8 minutes and they charged me for their min 1 hour shop time. $75. I also had them switch everything to KMs even though this is a user setting you can do yourself. They did this for free.
As suggested earlier in the post, If you are near the border, have a US dealer do it. Otherwise talk to your Service Manager and bring this post in with ya ;-). Let him know that other dealers and owners have had it done for one hour of shop time and explain that you know it is a simple computer change. Ask him to explain why they will not provide the same service other North American LR dealers are providing.
Alternete plan, take a loaded RR Sport for a test drive and indicate it is your next purchase. Ask the sales guy to get your DRLs enabled to build good faith for your "upcoming purchase"
