Maybe the method is a convenience for LR technicians when they are doing oil changes. The "hood up" would make sense if they are changing the oil and want to check if the level is acceptable without having to wait for 15 minutes to do so.
They might also understand if there would be a difference between the warm and cold readings and be able to account for a certain degree of variation. "Time is money."
