Disco II Wiper Issue

OK, so I have a little issue on my 2002 Disco II...It seems to me that the wipers take a good 20 - 30 seconds to actuate, but after its actuated, they work fine (hence I don't think it is a bad contact) . I am thinking that it only "waits" when I hit the wipers switch when its not raining out (like as if I wanted to wipe off some spray or fog or bird ****)...this also happens even when its dry out and I try to spray/wipe...a good 20 second before they come on...

Does anyomne know if there is a rain switch that is inherent to the system (no rain, wait 20 sec... rain present - actuate immediately)? Don't really know what good this feature would do.

I worry about what would happen during a snowfall (rain switch - wait), as I have not had it in the snow yet... I would hate to have to wait 20 sec before I can properly see again if on the expressway - as a lot can happen in 20 sec...

No rain switch, this is acually an issue even on the older Disco's... I have had this problem for a while and believe it is a bad switch. Try pulling down on the wiper switch to activate the momentary wipers, if this works, then it is the same issue I have had for 4 years and I am pretty sure this is a switch issue.
