Expedition rack install question

I've looked at the instructions on the owner's section of the LR website...there is some sort of "spacer" that goes under the black plastic strip covering the body welds on top the LR3. Fits directly over the threaded hole that is hiding under the plastic. Does anybody know what material is used for that spacer? Is it rubber, plastic, or metal?

I'm working on a project that needs a similar spacer and it would help to know what LR is using for that material.

Somebody must have put one on or seen it installed. Anybody?

I did not install mine but I will have a look in the daylight tomorrow and see if I can see what that spacer / pad is.
