Hi there. I am very new to this site also smart phone. My head lights on dipped beam are blinding other drivers and full beam is in the trees on owl watch. Can any body tell me how to adjust please.

Sounds more like a suspension issue, The headlights should be correctly adjusted, but if the back end of the Rover is low or the front is high it will put the headlights very high. If your headlights are truly off that much I would take it to a shop and have them adjust so you stay legal.

There is two little adjusters on the back of the headlights. One does left right and one does up down.
I also have the very odd situation of my dips being easy to adjust and are set perfect but my high beams are also calling to the clouds like a Batman call, and I cannot adjust just the highs individually
