So I'm installing a lift kit, and pull out the fender liner on the passenger front. This seems to just be dangling there...wasn't attached to anything. Can anyone tell me what it is, and where it is supposed to mount?

That my friend is your TPMS sensor. It mounts to the fender liner with two plastic rivets. You should be able to see two holes on the fender liner equidistant from each other that match the two holes on the sensor
