Peeling paint on bumper

Hi All,
I searched the forum for this and only found a single thread from a few years ago that really didn't provide the info I am looking for. So I figured I would start a new thread. Maybe someone else has the same issue.

So I just noticed that a spot on my rear bumper is peeling. How is that possible? Isn't it supposed to be plastic? It looks like any other item that would have paint peeling off. I am kind of perplexed as to how I would fix this or if this would be a warranty issue since I am still under my initial warranty. I assume I would have to sand down that spot and repaint the entire thing so it matched the rest of the bumper in color since it obviously has some fade to it? And I really don't relish the idea of painting my bumper. Not something I am looking forward to. If anyone else has some suggestions, I would be greatful to hear them.

I would think that such an item would be covered under warranty. The peeling steering wheels were so this ought to be, too in my opinion.

...but sometimes my opinion ain't worth $hit, so call your dealer!
