Is it ok to use transmission fluid for power steering ? on a disco1 year 95 ????

Yes ATF is fine in a 95 and is recommended.

When I bought my current Disco about 1 year ago there was a bottle of power steering fluid in the back. I never paid it any mind till I checked the fluid the other day and it is clear. If the previous owner used power steering fluid should I worry? Should I drain the system and refill with ATF?

No Worries Va Disco, keep in mind there isn't much difference between power steering and Transmission fluids (there is a difference, just not much other than cost)
