PPI Diagnostics Tool?

Greetings,
Is there a diag tool out there that isn’t VIN locked and can pull from any LR3/4 (that doesn’t cost $1k+)?

What is everyone using when you go inspecting a new potential purchase?

Someone correct me if I"m wrong, but I'm 99% sure the GAP tool can still scan all ECUs for faults, even if it hasn't been mated to a specific VIN.

I use a Hawkeye Total from Bearmach on my RRS, this came unlocked for all LR's. It cost £300 and has paid for itself several times already.
