Rear Seat broke

My rear seat (passenger side) is stuck in the down position and will not fold up on my Discovery II. The back part will also fall forward on hard braking, and I tried for hours to get it unstuck, it is kind of dangerous to rear passengers.
Any help I would appreciate!

I just recently had a problem with my rear seats not folding back up. Mine had to do with the safety belt being locked when the seat was down. I simply too the rear of the seat apart and loosened the anchor for the seat belt which gave me room to extend the belt and get it working again ever since then i havent had a problem
