Check engine light...
I keep reading that Disco II's CEL go back off after a while, so if you have a II then maybe that's why its not on. I have a disco I (where the light stays on) and the CEL has been on so often in my car that it stopped making sense to take it to the dealer to turn it off (i know, i know, I need to buy a code reader). Anyway, I replaced my VSS b/c it was relatively cheap and it only threw a code for that when I took it off and drove around for a while w/o it. The other code that I get is the P0300 and that is for multiple cylinder misfires...but i suppose that it is entirely conceivable that this could be happening w/o the CEL turning on.
If you take the VSS off and drive around and the hesitation stops, then replace it. My car ran an incredible amount better when i did this...didn't fix the problem that i wanted it to, but still runs better all the same. Also, clean out the rubber hoses between your valve cover and you intake...mine were clogged in carbon.
