Spare Tire Carrier Question

Does anyone out there know the purpose of the Valence Panel Stud Plate? (see below in red box)
I am replacing the valence panel after a slight off road modification (!) and was wondeing if I need the Stud Plate as well . . .

The panel, that exhaust shield, is held on with four bolts. The studs on the panel itself, and then the stud plat for the middle two bolts.

Did you loose all of them?

btw, you can run without that shield just fine. I put mine back on because I think it looks so much better, especially with my spare on my rear tire carrier. But I dont think its actually needed. I could never get the tire hot with even an oversized spare under the car. It may actually be a cosmetic part to hide the exhaust and diff.
