Welcome Aboard!
If the vehicle has the voice recognition paddle on the left hand side of the steering wheel and you hit it, it should in fact be "listening". If not, that's going to be a dealer fix.
BTW, voice recognition can be tricky with some voices and commands. Tthe section in the manual is very helpful, as well as a knowledgable dealer staff to "train" you a bit on it. There are also a few posts here with some tips if you do a search.

I just picked up an '06 LR3 SE and the voice only works(and works very well) for the phone. CD and Radio are a no go. I'm not sure if this is the way it is suppose to be for a non-HSE or if they need to reload the software.

I think you have to have navigation to have voice comand work stuff
other than your phone. There are lots of threads on this board about this
subject, use the search function.

If you don't have the Nav system, the voice command only works with the phone. I use a bluetooth phone (a Motorola Razor) which isn't on the list of "approved" phones and it works perfectly. However, as I do not have the nav system, I can't use voice to control the radio, CD, etc.

Also, as far as I can tell, without the nav system you can't get different voices - for example, the female British voice.

... for example, the female British voice.
She's my favorite (or is it favourite?)

Side note - My 2005 LR3 HSE (with Navi and voice activation) was missing the steering wheel button thingy. Factory forgot to install it! Dealer missed it too during check-out.

Mine works but I don't use it because it is a stupid gimmick.

Anything you can do with voice recognition can be done quicker by extending your arm.

The only thing I ever say to it is "radio help" so kids can hear the British guy go on about the radio controls. It is only good for impressing people and entertaining kids. Has no practical value.
