2015 LR4 SCV6 75K miles - O2 sensor not reading on ECM

Hello, first time poster here and I'm looking for help to troubleshoot a possible tune / O2 sensor issue. Apologies in advance if I don't know all the details; I'm relaying what I've been told by my mechanic.

The current issue is that the ECM is not reading the Bank 1 O2 Sensor 1. He has replaced the ECM with a used ECM and is getting the same error. He has now replaced all 6 O2 sensors and swapped bank 1 and bank 2 O2 Sensor 1s and still gets the same issue specific to Bank 1 O2 Sensory 1, which is why he thinks the ECM is the issue.

The relevant backstory is that this truck originated out-of-state and was shipped to MA. It failed MA emissions due to "unsupported" status on several emissions modules, which is suspected to be the result of a tune and reprogramming. Reset the OBD and a bank 1 catalytic converter error occurred. My mechanic did not think it was the cat because the mileage is around 75K. Replacing the Bank 1 O2 sensor 1 resolved the cat code but led to an additional O2 sensor error and he subsequently chased additional O2 sensor errors by replacing additional O2 sensors. Now all 6 have been replaced and he still had the Bank 1 O2 Sensor 1 error but no errors about the cat. He believes it is from the ECM because the new O2 sensor otherwise works fine, is registering with the ECM, and he gets the same error when swapping the new O2 sensor from Bank 2. The out-of-state dealer has been helpful and sent a used ECM that was reportedly working properly. The same error returned with the second ECM. My mechanic does not think there are any aftermarket parts installed as part of a tune.

I guess it is possible that the second ECM had the same re-programming as the original and the dealer is going to send us a third to try out so we shall see.

Has anyone seen this type of issue before and/or have any additional troubleshooting tips?

What is the actual DTC that you are getting?

Bank 1 #1 O2 sensor DTC, won't be cat related. Since it is upstream of the cat.

I dug up some more details that may be pertinent. The initial DTC was P0430: Catalyst System Efficiency Below Threshold Bank 2.

My mechanic replaced an O2 sensor, which I believe was Bank 2 Sensor #2. This resolved the P0430 DTC and then two additional DTCs came up.

First was P013E: Oxygen Sensor Delayed Response - Rich to lean bank 1 sensor 2

Then P014A: Oxygen Sensor Delayed Response- Rich to lean bank 2 sensor 2.

This is when all 6 O2 sensors were eventually replaced and both P013E and P014A came back along with P167F. All three returned with replacement of the ECM.

Is it possible P167F is stored within the system not on the ECM and is reported after replacement of the ECM?

Could P013E and P014A indicate an underlying issue with the catalytic converter or some other issue not related to the ECM at all?

It seems odd that what started with a bank 2 error in the catalyst system is now related to both bank 1 and bank 2. Perhaps it's upstream of the cats?

Any help would be greatly appreciated!
