On the 2016, the ACC has braking, correct? It will apply the brakes to avoid a collision - not just maintain speed/distance with car in front? Is this correct?

Is there collision mitigation for for lower speeds or when the cruise is not on?

What you are describing is called "Autonomous Emergency Braking" by Land Rover. I have only seen this system advertised on the newer Discovery Sport and Evoque model, not the LR4.
