Cold weather stalling

Reason is, if it is not running well and you have cleaned the other parts, there is a chance that the fuel pump is going bad. by checking the fuel pressure you should be able to determine if the pump is good or bad.

Fuel pressure gauge required.

Not recommended to permanent mount a gauge.

So if it has low pressure, the pump may not be suppling enough fuel at idle?
I'll get a gauge and check it out.

Pressure tested.
Manual states 34-37 lbs.
I got 30lbs, when I rev it up it dropped to 28lbs.
Pulled vac line off regulator and it jumps up to 38lbs.
I'm saying 30 lbs is low, someone on one of the forums said 30lbs was OK.
Next step?
Change filter first?

Change the filter and possibly the regulator, 30lbs is not enough.

How did it run with the regulator out of the picture so to speak.

Could also be a vacuum leak, remember Rovers are not known for the best vacuum lines.

I only disconnected long enough to see the pressure jump, I don't think the idle changed.

If it didn't change the idle, then I doubt it will be the issue.

Being a 96 you have 4 O2 sensors.. try swapping the front and rear O2 sensors on that side and see if this helps.

Update:
Still stalling
New fuel pump (30 lbs at idle on regulator, 38lbs reg disconnected, no idle change)
New fuel filter
New front O2 sensors
Cleaned MAF,Idle control, TPS
New coolant temp sensor
When it stalls I shut down for a couple of seconds and start back up, usually idles at a stop when I do this.

Ok, lets assume (I Hate that word) that fuel is good, have we checked compression at each cylinder? Checked plugs and wires (no I did not reread entire post, so you may have done these)

I would also at idle pull each injector wire to see if issue gets worse or stays the same, may be a clogged injector. Unplug the MAF and see if issue goes away, a bad MAF can cause very odd issue, but unplugging it will cause the ECU to go into stock memory so to speak.

Have you cleaned the Butterfly assembly at the intake?
