Disco 2 Odd Problem

Im new to the site and have been searching as a non member for the last two days and have found nothing that i have not already tried , so here goes my problem.

2001 Discovery2 V8
Came into my shop with leaking head gaskets so we tore it down to the block had the heads re- done all new gaskets , now here is the problem started it up idle great . went to take it around the block and it will not move out of its own way brought it back into the shop and the following was done
Smoke tested for any leaking gaskets = no leaks
Checked Plugs and wires just in case = good
Checked MAF sensor = good
Checked TPS = good reads out at 72 degrees on a CS200 scan tool at wide open bought a new one same reading
Checked fuel Pressure 48 psi on idle 2psi low but still good gave it some throttle and it dropped to 20psi !!!! thats a severe drop to me
So we thought it might be a fuel pressure regulator issue and seeing how you cant buy just that we got the entire assembly so new fuel pump assembly so the eliminates any pressure issues with that part of the system .

yet we still have the same problem vehicle hesitates after 30 MPH give it gas and it will not want to move bogs down and we have recorded 17psi while driving and trying to accelerate .
There is no leaking injectors
Fuel pressure is now at 51psi yet still drops out while driving
No leaks with Fuel System
No Engine codes stored as of yet
Really frustrated with this one im sitting on around 2700 dollars in parts and labor on this one and im sure the customer would like this thing back and i would love to get paid . but im stumped , land rover north america and the local stealership has offered no help with any comments or advise. im at wits end right now and would like to know if anyone may have any ideas or info ?
As in whats are the specified values for fuel pressure drop when running
ive triple checked everything just in case and its all good

There shouldn't be any fuel pressure drop on accell. Should be constant 50 psi . Check for any restricted fuel lines/hoses to rail. Also check for excessive voltage drop to pump on feed wire or ground side. These vehicles had problems with wiring harnesses being damaged during manufacture, alowing moisture to enter through small punctures in insulation. Corrosion would then form inside wire causing excessive resistance. If you find more than .5 V. drop on feed wire [white/purple wire] don't forget to check V. drop through relay.
