Discovery I fuel pump maybe???

I have a 99 Discovery I, my wife was driving her disc and was waiting to go through the car was when the car stalled. She could not get it started. I checked for spark, pulled th fuel fillter and turned the ignation over no gas on the ground. Check fuel pump plug only getting 5.5 volts reading, checked volt meter on brake light 12 volts. I thought that it may be a bad relay or that there might be a safty switch of some kind on the land rover like when your in a car accident the fuel pump stops working if its flip on its lid. I didn't want to change the fuel pump ifs it's something else. Any help would be appresiated.

you should be getting 6 volts to the pump if I recall correctly. So if you are getting that much, but yet the pump is not running, then you may very well have a bad pump.
