Dual engine air intake channels

On the topic of water fording and breathers, what is this breather looking part for in the images below? It comes up from underneath and just rests there against the hose:

A close-up. The wrench holding back the breather thing is what I'm referring to. Is it actually a breather and if it gets wet where will that water go? Or is that the highest point that is safe to ford so we want to keep water below that hose tip?

I noticed after the shop that did my timing chain work that my diff breather was missing. Apparently it was stuffed out of the way, but the original location where it was before I brought it in was wrong, illustration reference is here. It is supposed to be mounted to the rad like this:
