help with a trailing wire

Hi all.

Not as techy at all as some of you...sp please do not laugh at this question.

Recently purchased 99 defender. This am noticed a wire trailing below front bumper. Thick black wire with a metal end...like a large needle eye.

Looks like it may have been taped up to another one on the right hand side?

Any ideas on where it really belongs?

I will post one tonight....currently at work and the Landy at home.

I am sure this is the sort of thing you are used to. Looks like it could be to do with the lights? Guessing
