In the US all they check is alignment. They don't check light pattern, how much it diffuses, color or anything else.

No, it's not. Fitting halogen bulbs in a housing designed for HID defies the laws of physics as much as doing the reverse.Something I'd like to look into is LR putting Halogen bulbs in HID housings to get a better beam and performance out of the halogen bulbs. You see it becoming more common in automobiles

Keep in mind the same NHTSA standards in FMVSS 108 apply to fitting LED's in Halogen housings.I really would like the LEDs.
