How to repair cargo area cover

Does anyone know how to retension the springs on the cargo area cover - the one that clips in to the 2 lugs near the back door?

Mine was taken off by my son (!) and came back without the ability to retract itself or to be hooked on to the lugs under tension.

There are springs inside a tube but I can't seem to get it to "wind up".

Any assistance will be appreciated.
