Our only 2012 LR4 key fob took a swim in the ocean and now no longer works fully.

We CAN start the truck by holding it under the steering column but that is it. Disassembly, Cleaning, drying and new battery did not fix the fob so something must have gotten damaged by the salt water.

Can a GAP tool program new fobs with the key in this condition?

What is best place to buy new fobs from?

Where are you located?
We have an awesome specialty locksmith in Portland who can troubleshoot and reprogram, and purchase replacement fobs.
PS- Portland is a war-ravaged hell-hole....our president told me as much

As long as the ECU finds it and it starts the truck, I'm guessing you are okay.
I programmed a new FOB a few years ago for my 2016 using my GAP tool. At the time, I had to update the tool and GAP Diagnostic sent a flash file for "Keyless- Add Key" (I think that's how it's listed on the menu).
I tried two different cheap $20-$50 knock-off FOBs from Amazon...neither would program. Stopped wasting time on that and purchased a OE/OEM FOB online..as I recall it was from a lock-supplier/locksmith. They are available, and run about $100 instead of $300+ at dealer. It programmed no problem, and still works fine. Here's one available example (they list the JLR part no's):

Btw, newer smaller FOB' s work just the same. So you can downsize if you don't like the brick (2012 still the big ones right?)

I have a 2010 and was able to program the smaller ( like the link earlier in the thread) as my main key with gap. Kept the brick as a backup
